ternyata masalahnya karena fitur baru diaplikasi PowerToys yakni Light Switch,

however the solution as noted in many helpful comments is that this is a bug in the popular program called PowerToys. PowerToys has a new feature called Light Switch, it is supposed to be off by default, however it is not. The developers are aware of this and it should be resolved in a future release, however in the mean time you can just adjust the settings manually regarding this.
